북안공대는 서원국의 국책 전략기술인력 육성계획의 일환으로 설립되었다. 설립 초기부터 군사기술, 첨단과학, 생명공학 등 전략 기술 분야를 집중적으로 육성하기 위해 다수의 특화 학과와 연구소를 설립하였다.
